Nancy Makofka, P.W.S.
Brook Crossan, Ph.D., P.E.

NANCY A. MAKOFKA, P.W.S.

Ms. Makofka has more than 25 years of experience conducting ecological studies for development, restoration and transportation-related projects for private clients and various government agencies in 32 states.  Within New Jersey, she has completed projects throughout the State’s 21 counties. Ms. Makofka’s skills include:

  • Conducting wetland delineations and evaluations;
  • Preparing regulatory agency permit applications;
  • Evaluating environmental constraints as related to the development potential of properties, including during due diligence periods;
  • Preparing and managing comprehensive Environmental Impact Statements and other reports;
  • Conducting field investigations for plant, wildlife and endangered species surveys;
  • Conducting fisheries and aquatic invertebrate inventories;
  • Performing tree measurement and identification surveys;
  • Providing expert testimony and
  • Conducting effective communications with clients, other interested parties and local, state, and federal agencies.

 

These skills have been utilized to assist in the development of residential communities, docks, shore protection structures (bulkheads & revetments), in-ground pools, habitat restoration projects, bridges, Federal prisons, post offices, courthouses, commercial and industrial buildings and roadways.  She has also been involved in obtaining permits for conservation projects and renewable energy projects, such as photovoltaic systems and tidal turbines.

EDUCATION/CERTIFICATIONS

Ms. Makofka earned a Bachelor’s Degree in Zoology at Rutgers, The State University, Newark College of Arts and Sciences.  Ms. Makofka has achieved and maintained the designation of Certified Professional Wetland Scientist from the Society of Wetland Scientists.  She has obtained a certificate for successfully completing the “Methodology of Delineating Wetlands” program offered by Rutgers University. Prior to establishing MEC, Ms. Makofka gained invaluable experience by working on a wide variety of projects during her employment at four consulting firms:  Louis Berger & Associates, Michael Baker Jr., Najarian Associates and Potomac-Hudson Engineering. Ms. Makofka has completed the NJ Small Business Development Center Entrepreneur Certificate Program.  MEC meets the requirements for the Category 1 Small Business Enterprise and the Women Business Enterprise designations as per the State of New Jersey.

BROOK CROSSAN, Ph.D., P.E.

Dr. Crossan has more than 35 years experience in conducting air and noise studies, wetland delineations and permitting, Environmental Impact Statements, and Environmental Assessments throughout New Jersey and in more than 30 states.  These studies have been conducted for development, restoration and transportation-related projects for private clients, NGOs, and various government agencies.

His environmental experience includes:

  • Noise monitoring at rural, suburban, and urban sites;
  • Noise assessments of equipment noise, transportation/truck noise, doggie day care noise, including both construction and operation impacts;
  • Noise modeling (CadnaA, STAMINA and TNM);
  • Noise mitigation design (such as barriers, berms, site plan changes, and equipment changes);
  • Air monitoring;
  • Air quality assessments;
  • Air modeling (most recently AERMOD and CAL3QHC);
  • Wetland delineations;
  • Impact assessment and permitting related to wetlands, noise and air;
  • Providing expert testimony;
  • Management of Environmental Assessments and comprehensive Environmental Impact Statements; and
  • Preparing greenhouse gas inventories.

 

Dr. Crossan’s experience has been utilized to assist in the development of residential communities, shopping centers, movie theaters, office parks, Federal courthouses, and other commercial and industrial buildings.

EDUCATION/CERTIFICATIONS

Dr. Crossan earned his Ph.D. in Geophysical Fluid Dynamics and an M.S. in Mechanical Engineering from Rutgers University.  He obtained his B.S. in Mechanical Engineering from the University of Pennsylvania. Dr. Crossan is licensed as a Professional Engineer in New Jersey, Pennsylvania and New York and as a Professional Planner in New Jersey.  Dr. Crossan has also completed Community Noise Enforcement courses biannually since 2000. In 2014, he obtained a certificate for completing the Basic, Advanced and Expert Seminar in CadnaA, Datakustics and a certificate for Air Quality Dispersion Modeling with AERMOD.
